Political Divorce. A Political Theory of Secession
 
As the break-up of the Soviet Union and of Yugoslavia in particular have shown, separatism has become a crucial factor in world politics. Many democratic states which grant their citizens far-reaching liberties are also at present faced with demands for political independence. This research project pursues the question of how modern democracies should, on the basis of their specific values, deal with separatist endeavours. Thus the main focus is not on evaluating secession from the point of view of international law, but rather on the possibility of legitimizing it morally. Besides the fundamental question of the conditions under which a population group may demand an independent state, a number of other problems are being studied. Thus for example, the normative principles to be considered in dividing up a state’s liabilities and assets and the justification of territorial claims are being considered in detail.
